SSM Malta strengthens its expertise in international tax transparency, regulatory compliance and financial crime prevention with the appointment of internationally recognised specialist Dr. Ross McGill. Malta, 17 August 2026 — The Swiss School of Management Malta is pleased to announce the appointment of Dr. DBA (HC) Ross McGill as Professor of International Tax Transparency and Regulatory Compliance and Founding Program Director of the International Tax Transparency and Financial Crime Compliance Program, effective 11 August 2026. The appointment forms part of SSM Malta’s continuing development of internationally relevant academic and professional education in areas of growing importance to financial institutions, regulators, governments and professionals worldwide. As Founding Program Director, Dr. McGill will provide academic and strategic leadership in establishing and developing the International Tax Transparency and Financial Crime Compliance Program as a platform for education, research, professional development and thought leadership. His responsibilities will include academic vision and development, engagement with specialist faculty and practitioners, research and publications, and collaboration with academic, governmental, regulatory and international stakeholders.
Dr. McGill brings nearly three decades of specialist experience in cross-border withholding tax and anti-tax-evasion regulatory frameworks.
He is Chairman of TConsult Ltd, which he founded in 2003, and Founder and Chairman of the Association of Qualified and Authorised Intermediaries (AQAI).
Through AQAI, he represents more than 100 member firms across 32 countries and has been involved in engagement with international tax administrations and regulatory bodies. His professional activities have included interaction with the U.S. Internal Revenue Service and European Commission, including work relating to Know Your Customer procedures and international regulatory developments.
His experience spans major international frameworks including Qualified Intermediary (QI), FATCA, the OECD Automatic Exchange of Information, Common Reporting Standard (CRS), BEPS, EU administrative-cooperation rules and the FASTER Directive.
He has provided regulatory and compliance consultancy to more than 35 international financial-services firms and has also served as an expert witness in a multi-billion-euro withholding-tax fraud case.
Dr. McGill has additionally contributed directly to European regulatory dialogue, serving as an expert witness to the European Commission’s EU FISCO Group on withholding-tax barriers and as a member of the European Commission Tax Barriers Business Advisory Group, for which he edited the final report.
Alongside his advisory and regulatory work, Dr. McGill has developed a substantial record as an author, trainer and professional educator.
His publications span more than two decades and include works on international withholding tax, financial-services regulation, regulatory compliance, technology management and cross-border taxation.
His more recent publications include Cross-Border Investment Withholding Tax – Practical Guide for Investors and Intermediaries and Qualified Intermediary – Practical Compliance in Cross Border Income Taxation and Anti-Tax Evasion.
He has also delivered professional training in areas including U.S. withholding tax and FATCA, CRS, TRACE, FASTER, DAC6, GDPR and technology management in financial services.
His appointment at SSM Malta recognises this combination of distinguished professional experience, international standing and contribution to international taxation, tax transparency, regulatory compliance, financial crime prevention and professional education.
In his role as Founding Program Director, Dr. McGill will help shape the academic identity and international positioning of SSM Malta’s activities in international tax transparency and financial crime compliance.
A key element of his responsibilities will be engagement with an international network of scholars, practitioners, policymakers, regulators and professional experts, helping to connect academic activity with developments taking place across the international regulatory environment.
His academic appointment may also involve lectures, seminars, executive education, masterclasses, research initiatives, academic and professional publications, conferences and other activities consistent with the School’s academic mission.
